Yeah, I know all about that, that's why Halo, BF, COD and now Assassins Creed are money grabs. I was told by my manager once, that graphics aren't a worthwhile selling point. A few shitty textures won't hurt sales, and it'll let you get even more work done for the next milestone. Sadly it all comes down to the mighty dollar.
Instead, they grab a texture off the net, throw it into crazy bump, and bob's your uncle. But management will NEVER accept how much time that takes. Sure, an artist could put the time and effort into making a beautiful tire tread texture with perfect tiling, normals, and spec. It's all about cutting corners, and saving money. I can't find the link atm, but there's a great video from the makers of Houdini, that illustrates this problem, and their "procedural workarounds". Polish time never really happens like you'd expect it to. We're usually told to get things to around "75%" and expect to "hopefully" polish them later. Speaking from similar experiences, I can tell you that things in games like BF3, get rushed into the game as quickly as possible.
